United Nations Military Expert on Mission Course (UNMEM)

The aim of the United Nations Military Experts on Mission Course is to prepare course participants for duties in a peacekeeping operation including: Fulfil military aspects of UN peacekeeping mandates in accordance with Department of Peacekeeping Operations /Department of Field Services principles and guidelines; Perform military functions in an effective, professional and integrated manner; and demonstrate the core values and competencies of the United Nations. MPC’s UNMEM course is 4-weeks duration (this includes a 1-week field training phase).

The United Nations Military Expert on Mission (UNMEM) Course is a mandatory Pre-Deployment Training for eventual deployment as a military observer to any United Nations Peacekeeping Mission. 


The Malaysian Peacekeeping Centre (MPC) will conduct UNMEM Course 12/22 from 12 Sep 22 to 7 Oct 22.


1.            The aim of this instruction is to outline the course details and administrative requirements.


2.         The objectives of the course are as follows:

  1.          To understand the principles, tasks and duties of a UN Military Observer (MILOB).
  2.          To provide knowledge and understanding of the UN organisations, functions, operational, logistics and administrative procedures.
  3.          To expose course participants (CP) to challenges likely to be faced on a UN Mission


3.         The course will be conducted at MPC as follows:

a.         Duration. Four weeks: commencing from 12 Sep 22 to 7 Oct 22.

b.         Training Methodology. The following methodologies are used:

  1. Lectures.
  2. Participants Presentations.
  3. Small and Large Group Discussions.
  4. Case Studies.
  5. Field Training Exercise (FTX).

4.         Lectures.  Lectures will be presented by MPC and International Directing Staffs (DS) and Guest Lecturers from various local organisations.

5.             Medium of Instruction.  English.

6.             Pre-requisites.  CPs are expected to fulfil the following criteria:

  1. Possess basic knowledge about United Nations organisations, roles and functions, UN Charter, and subjects reflected in the training program.
  2. Able to generate and deliver ideas during classroom discussions and field exercises.
  3. Pass the Malaysian Armed Forces basic military physical and swimming test or equivalent.
  4. Possess basic military knowledge and skills in navigation, radio communication and driving.
  5. Medically fit and categorised as “Fit for UN Mission”.
  6. Hold a valid Malaysian driving license.

7.            Course Fee.  No course fees are imposed.

8.           Training Programme.  The program is available to download online

9.            Evaluation.  This course is graded (Terminal Objective) with the following evaluation criteria:

  1. Weekly and Final Quiz.
  2. Basic Fitness Test.
  3. Swimming Test.
  4. 4x4 Driving Proficiency Test.
  5. FTX (Exercise BLUE HAVEN).


10.       Admin Brief.  The Course Coordinator will give an administration brief on 130745H Sep 22.  The dress of the day for the first and last days will be office dress (MAF No 3) and for the remainder of the course it will be Camouflage uniform (No 5).

11.         Registration Form.  All CP are required to fill out the registration form at Annex B. This form may be completed online and emailed to the addresses listed  in para 28 of this instruction.

12.         New Norm of Training Condition. All CP must adhere to the new norm issued by MPC which will be briefed to CP on the first day of training.

13.       COVID-19 Requirement. Due to Covid-19 pandemic, all CP need to complete 2nd dose covid-19 Vaccine and submit vaccine certificate. All CP are required to fill out the COVID Declaration form at Annex C.

14.       Car Parking. A sufficient number of open car parks are available in MPC. Local CP with a private vehicle is required to obtain Vehicle Pass at the Guard Room before entering. Reverse parking is enforced throughout MPC.

15.       Registration and Check-in.  Upon arrival at MPC, proceed to the reception counter located inside the Peacekeeper’s Inn. MPC staff will be present to assist with the checking-in.  The Registration desk will be open from 1500H to 1800H on Sunday, 11 Sep 22.

16.       Accommodation.  All CP must adhere to the following:

  1. Be responsible for the facilities provided at the Peacekeeper’s Inn.
  2. Only CP are allowed to stay in the Peacekeeper’s Inn throughout the course. Accommodation for any accompanied family members should be arranged separately by CP outside of MPC.

17.    Meals. All meals will be arranged at MPC’s Banquet Hall. For specific dietary requirements, please indicate on the registration form. Meals will be scheduled as follows:

             a.         Breakfast                  -           0700H to 0745H.

 b.         Coffee Break             -           1000H to 1030H.

            c.         Lunch                        -           1230H to 1400H.

 d.         Afternoon Tea            -           1715H to 1745H.

 e.         Dinner                       -           1930H to 2030H

18.      DressCamouflage uniform during class lectures and outdoor activities. CP are required to bring the following attire:

  1. Office Uniform (MAF Number 3)
  2. A lounge suit or equivalent.
  3. Sports and swimming attire.
  4. Light tropical civilian attire.
  5. Smart casual attire for dinner and End of Course Dinner (Traditional Dress)
  6. National dress or equivalent for Muslim religious activities.
  7. Camouflage uniform (No 5) or equivalent for the field exercise training.

19.       Temperatures. Port Dickson area experiences daily temperatures ranging from 26˚C to 37˚C with chances of showers.

20.       Computer and Internet Access. PC is available in the syndicate rooms. Laptops are also available for loan on request. Wi-Fi services are available throughout MPC.

21.       Library.  A library is located at the main MPC building. The opening hours are from 0830H to 1630H (Monday to Friday).  All CP are encouraged to use the library in their leisure time.  MPC library has a wide range of books and references related to peacekeeping, defence and security and general topics.

22.       Sports and Recreational Facilities. The following facilities are available at the centre.

a.         Swimming pool.

b.         Indoor and outdoor gymnasium.

c.         Mountain bike.

d.         Volleyball court.

e.         Basketball/Futsal court.

f.          Indoor game at Wisma Pengaman.

23.       Laundry Facilities.  A laundry room is available on the ground floor adjacent to the accommodation block. CP are reminded to purchase their own detergents prior to arrival at MPC.

24.       Groceries and Miscellaneous.  Groceries stores and supermarkets are available outside, within the vicinity of MPC.

25.       Smoking and Alcoholic Drinks.  Smoking and consumption of alcoholic drinks, in particular, are strictly prohibited in the Peacekeeper’s Inn and within the general area of MPC. However, smoking is allowed at certain designated smoking area. 

26.       Departure and Check-out. CP are expected to check-out from the accommodation from 1200H to 1500H on Wednesday, 28 Oct 20. Any late chec-out must be informed to the Course Coordinator.  All CP will only be released after the closing ceremony after 071230H Oct 22. All CP return movements are managed by their own unit, including the flight booking to Sabah and Sarawak.

27.       Weekend.     Because of COVID 19 Pandemic and an order given by MAF HQ, CP will not be allowed to leave MPC during weekends for the duration of the course.
